Regarding products arriving without a factory seal: Ledger has discontinued the use of anti-tamper seals, on the grounds that a seal does not make the product any safer. They have moved instead to a system called attestation, in which Ledger's own software checks the device automatically.
The advantage is that it defeats counterfeit seals, which are far easier to produce than a forged attestation. If a device is not genuine, Ledger's software will not certify it and it cannot be used with the software at all.
For this reason, newly manufactured Ledger products no longer carry an anti-tamper seal. There is only a plastic seal.
